Finding a CV is not the same as securing capability

Most programme delay attributed to resourcing is not caused by a shortage of candidates. It is caused by requirements that were never precisely defined, screening that could not test technical depth, compliance discovered late, and supplier involvement that ends the day someone starts. Each of these is common, avoidable and expensive once a programme is running to a date.

The requirement is described, not defined

A job title and a technology list rarely describe the delivery outcome. Without a capability scorecard, shortlists are assembled against keywords and the mismatch surfaces weeks into the engagement.

Screening tests presentation, not capability

Where screening is conducted by people who have not delivered the work, technical depth cannot be assessed. Candidates are advanced on fluency rather than demonstrated capability in comparable environments.

Domain context is missing

Telecom inventory, payments, ERP close cycles and public-sector assurance each require specific exposure. Generalist sourcing cannot distinguish adjacent experience from directly relevant experience.

Compliance is handled late

Right-to-work, screening, security requirements and access provisioning are discovered after offer, and start dates move as a result.

Accountability ends at start date

Once a placement begins, the supplier's involvement typically stops. If the individual is not effective, the cost falls entirely on your programme.
